Stephen L. Klineberg, Ph.D.

Founding Director, Kinder Institute for Urban Research

Professor Emeritus of Sociology, Rice University

Dr. Stephen Klineberg has been shaping local thought on the ongoing trends in the Houston metropolitan region for almost forty years. As the director of the annual “Kinder Houston Area Survey” (1982-2019), he has tracked the economic outlooks, demographic patterns, experiences and beliefs of area residents during a period of remarkable change. Under contract with Simon & Schuster, his book, Prophetic City: Houston on the Cusp of a Changing America, will be released in 2020.

Dr. Klineberg is the recipient of twelve major teaching awards and a much sought-after speaker in the Houston community and beyond. He is a graduate of Haverford College, with a master’s degree from the University of Paris, and a Ph.D. from Harvard. He and his wife Margaret have lived in Houston since the early 1970s; they have two children and five grandchildren.

About the Presentation:

Prophetic City: Houston on the Cusp of a Changing America – Tracking Responses to the Economic and Demographic Transformations through 38 Years of Surveys.

Few cities exemplify more clearly than Houston the trends that are refashioning the social and political landscape across America. The new high-tech, knowledge-based, global economy is generating mounting inequalities based primarily on access to high-quality education and technical skills. At the same time, an epic transformation is underway, as this city and country, once predominantly composed of European nationalities, becomes a microcosm of all the world’s ethnicities and religions. And as urban regions compete for the most gifted “knowledge workers” in the new economy, quality-of-place attributes increasingly determine the fates of cities.

In this presentation, we review the findings from 38 years of systematic surveys in Harris County to explore the way the new realities are unfolding, to assess the changing attitudes and beliefs of Houston-area residents, and to consider the implications of these ongoing trends for the challenges and opportunities that lie ahead.

Rice University’s Kinder Institute for Urban Research builds better cities and improves people’s lives through a unique blend of data, research, engagement and action. As a multi-disciplinary “think and do tank,” its mission is to advance understanding of the most important urban issues facing Houston and other leading urban centers.

The Kinder Institute was formally created in 2010 through a transformational gift from Houston philanthropists Nancy and Rich Kinder.

Agencies and Institutions from Key Projects and Initiatives to Watch in 2020

Panel Participants:

TMC– Trent Williams, Director of Capital Projects at the Texas Medical Center will review TMC, a Collaborative Research Campus that is composed of the Texas Medical Center, Baylor College of Medicine, Texas A&M University Health Science Center, The University of Texas Health Science Center at Houston and The University of Texas MD Anderson Cancer Center.

The principal goal of TMC3 is to plan, design and develop a state-of the-art research collaborative campus to accelerate research discoveries to improve human health throughout the world. The TMC3 Campus is intended to bring together the vision and expertise of academic and health institutions, business startups, technology campuses, pharmaceutical and biotech companies, venture capital firms and other leaders in life science. The overall project includes separate research buildings for the founding institutions, industry partners, a convention center and hotel and retail. The project will be located in the Texas Medical Center and has an estimated economic impact of $5.2 Billion. Historically Underutilized Businesses (HUBS) will be sought for all aspects of the project.


Jay Miranti, Director of Capital Projects, The University of Texas MD Anderson Cancer Center and Shaun McGowan, Manager, HUB & Small Business Program, The University of Texas Health Science Center at Houston will review various Projects in the Texas Medical Center area valued at $1.6 Billion.


Texas Department of Transportation (TxDOT Houston)

Varuna Singh, Alternative Diversity Manager will review the North Houston Highway Improvement Project (NHHIP). TxDOT is working to increase capacity, relieve congestion and improve mobility and safety through downtown Houston. TxDOT intends to design, develop, construct and potentially maintain Segment 3 of the NHHIP in Harris County through an alternative delivery design – build contract. The Project has an estimated value of $4 Billion. Disadvantaged Business Enterprises (DBEs) will be sought for all aspects of the Project.


Paul Vranesic, Houston Waterworks Team (HWT) Project Manager will review the Northeast Water Purification Plant (NEWPP) Project. The City of Houston’s City Council approved the funding and issued a Notice to Proceed (NTP) on July 15, 2019 for the Balance of Plant construction of the NEWPP expansion. The total design and construction cost of the Project is $1.765 Billion.

Houston Waterworks Team (HWT) is the City’s design/builder for this progressive design-build project and contract to begin design December 2015. With schedule to deliver the first 80 million gallons a day, a major driver for the project, this contract vehicle allowed for construction to begin January 2018 with several Early Work Packages (EWP) including site development, deep concrete structures, dual 108″ transmission pipes and the intake pump station, located 1,000 feet out into Lake Houston.

Contract packages for the balance of the plant’s construction through 2024 have been funded and are being provided by the following Tier 1 contractors.

  • Yard Pipe – PLW Waterworks
  • Site Electrical – Fisk Electric
  • Admin/Maintenance Bldg. – Horizon International
  • North Plant – Balfour Beatty Infrastructure
  • Central Plant – McCarthy Building Companies
  • LR EQ Basins – Industrial TX
  • Dewatering Building – Alberici/Flintco
  • High Service Pump Station – PLW Waterworks
  • Ground Storage Tanks – Preload
  • Substation – Dashiell Corp
  • Intake Pump Station – McCarthy Building Companies

Each contract package has a different MWSBE participation goal ranging from 10 – 35% which each Tier 1 contractor has committed to meeting their perspective participation goal. These contractors have committed to $157,000,000 to MWSBE subs although they have additional subs to engage for the following trades:

  • Concrete contractors
  • Roofers
  • Pipe fitters
  • Electricians

Bridgette Towns, P.E. – Vice President, Project Management and Engineering Planning, Engineering and Construction, Metropolitan Transit Authority will review the recently passed $7.5 Billion Bond Program with various Houston area Projects targeted to begin in 2020.


Texas Central Railroad – Stephanie Nellons-Paige Managing Director, Diversity and Economic Inclusion will provide an overview of the Texas High-Speed Rail Project. Texas Central is developing a passenger train line that will connect the fourth and fifth largest economies in the country, north Texas including Dallas, Texas and Greater Houston in less than 90 minutes, with one stop in the Brazos Valley. The Project is projected to begin in late 2020 and continue through 2025 with the train fully operational in 2026. The estimated Project value is $20 Billion. This privately funded project will serve as the model for future infrastructure Projects of its kind.
